[subject] + 能 + [verb] + [object] [subject] + 不能 + [verb]
能 is the "can" of circumstances. The skill is not in question – what matters is whether the situation allows it right now.
会 is about having learned something; 能 is about being free, well, allowed or physically able.
A learner who says 我不会去 when they mean they are busy has said "I don't know how to go".
能 also states how much someone is capable of.
能 asks whether something is possible; 可以 asks whether it is allowed. In a question the two overlap, and 能 is common in both.
不能, never 没能 at this level.
