按照 / 依照 / 根据 + [law / body] + (的) + 规定,[clause]
按照 / 依照 + 有关规定 + [verb phrase]
按 / 依 + 规定 + [verb phrase]
按照…规定 cites the rule an action follows. The source of the rule – a law, a company, a contract – goes between the two words, usually with 的, and the whole frame stands before the main clause or the verb.
When the reader knows which rules are meant, the source drops out: 按照有关规定 "under the relevant rules", 按照规定, or the short 按规定.
依照 is the form laws and courts use for "pursuant to". 根据 cites the basis for a decision and is the one that goes with an article number: 根据本法第十条规定.
For school, office and workplace rules, 按照 is the neutral choice.
The frame is a prepositional phrase, so it can't follow the verb the way "according to the rules" follows in English.
