[A] + 不比 + [B] + [adjective]
不比 negates a 比 comparison. A 不比 B 高 says "A is not taller than B" – and leaves open that they might be the same. It usually answers something someone said or assumed.
Often the point is "just as good", pushing back against a low opinion.
没有 reverses the comparison: A is less. 不比 only denies that A is more.
When you mean plainly that A is shorter, cheaper or worse, 不比 is the wrong tool: it can't say that much.
Like 比, 不比 takes the bare adjective, with no 很 in front.
