[noun] + 不予 + [two-syllable verb]
不予 refuses an action in official language: rules, notices, contracts, decisions by a school, a company or an office. A two-syllable verb follows it, and the thing refused usually goes in front as the topic.
不予 comes from whoever holds the decision. Between people, the same refusal is plain 不 + verb.
不予 refuses to do something; it doesn't mean "not give". Learners read 予 as "give" and put a noun straight after it.
Verbs that go with it are formal two-syllable ones: 受理, 批准, 退还, 考虑, 承认, 采用, 报销, 办理, 处分, 评论.
