[subject] + 达到 + [number] / [noun]
[subject] + 高达 / 多达 / 长达 + [number]
[subject] + 低至 + [number]
达到 says a quantity or a standard has been reached. It takes a number, or a noun of level: 水平, 标准, 要求, 目的, 目标.
In headlines and tight writing 达 alone does the same job: 全长达八公里.
高达 puts weight on a number the writer finds high, "as high as", "as much as". 多达 does the same for a count of people or things, 长达 for a length of time. They take a number only, with no 了.
低至 marks a figure as remarkably low, and it is a fixture of advertising: 低至五折 "as little as half price".
达到 is not 到达, which is arriving at a place. A dream or a plan is 实现, "realised", rather than reached.
