对 / 对于 + [noun] + 来说,[sentence]
[subject] + 对 + [noun] + 来说 + [adjective]
对…来说 says who a judgment applies to: hard for whom, important to whom, expensive for whom. The person or group goes between 对 and 来说, and the frame opens the sentence.
The frame can also follow the subject.
对于…来说 means the same and sounds more formal.
English "for me" is one word plus a pronoun. Chinese needs 对 in front and 来说 behind, and the frame goes before the comment, not after it.
对我来说 says how something is for you: hard, important, far, cheap. A plain opinion about something takes 我觉得.
