根据 names the information a statement or a decision rests on: a forecast, a survey, someone's experience, the situation. It usually opens the sentence; it can also follow the subject.

"Based on"

是根据…的 says what something was made or decided from.

As a noun

根据 is also a noun, "grounds" or "evidence", most often in 有什么根据 – "what makes you say that?"

Not "according to me"

English says "according to me" for an opinion. 根据 needs a source outside the speaker; for your own view use 我觉得 or 我认为. 根据我的经验 is fine, because experience is a source.

根据 or 按照

根据 draws on information to reach a judgment. 按照 follows a rule, plan or order step by step: 按照规定, 按照计划. A forecast is information, so it takes 根据; see 按照.
