关于 + [noun] + 的 + [noun]
关于 + [noun] + ,[sentence]
关于 names what something is about. The 关于 phrase goes in front of the noun it describes, joined by 的, or at the very start of the sentence as its topic.
A book, film, question or meeting "about X" puts the whole 关于 phrase before the noun, with 的. English puts "about X" after the noun; Chinese never does.
A 关于 phrase with a comma after it sets the topic, and the rest of the sentence comments on it. It goes before the subject, not after it.
谈, 说, 讨论 and 问 take what they're about as a direct object, so "talk about him" needs no 关于.
关于 names a subject. 对于 names the thing an attitude or action is aimed at, and can go after the subject; see 对于.
