[subject] + 给予 + [person] + [noun]
[subject] + 对 + [person] + 给予 + [noun]
给予 means "give" or "grant" in formal language, and what it gives is abstract: 帮助, 支持, 关心, 鼓励, 表扬, 照顾, 机会. It is read jǐyǔ – 给 keeps its old reading jǐ in this word, and gěiyǔ is a common mispronunciation.
给予 can take the receiver straight after it, then what is given, as 给 does. The receiver can also go in front with 对.
予以, which looks similar, can't take the receiver after it: 予以支持, but 给予他们支持. 予以 has its own entry.
An object handed over – a book, a gift, a key – takes 给 or 送, not 给予.
给予 takes 了 after it when the giving is complete: 给予了帮助.
