基于 + [noun],[clause]
基于 + [noun] + 的 + [noun]
[subject] + 是 + 基于 + [noun] + [verb] + 的
基于 names what a decision, conclusion or method rests on: "based on", "on the basis of". It takes a noun phrase – reasons, data, experience, a principle – and is written Chinese, the language of reports and announcements.
With 的, a 基于 phrase describes a noun: a film based on a true story, a method based on data.
To say what a conclusion or suggestion rests on, put 基于 in a 是…的 frame with the verb at the end.
根据 is "according to" – it cites a source of information or a rule to follow. 基于 gives the ground something stands on. A person's words are a source, so they take 根据 or 据.
