据 / 据…报道 / 据统计【jù / jù … bàodào / jù tǒngjì】

据 opens a news-style sentence with the source of what follows, "according to". In its most frequent form it joins a verb of finding out directly: 据统计, 据调查, 据了解, 据估计. A comma follows, then the information.

To name the source, put it between 据 and the verb: 据 + source + 报道 / 介绍 / 称.

据悉 "it is learned that" is the most formal of the set and leaves the source unnamed. It belongs to news reports.

据 or 根据

根据 gives the basis for an action or decision: 根据规定, 根据你的需要. 据 reports where information came from, and it fuses with one-syllable verbs that 根据 can't take. Both work before a source of information, and 据 is shorter and more formal there: 据调查 and 根据调查 say the same.
