看来 + [clause]
[clause],看来 + [clause]
在 + [noun] + 看来,[clause]
看来 starts a sentence that draws a conclusion from evidence in front of you. It usually comes first, often with a comma after it.
The evidence often comes first, and 看来 opens the clause that reasons from it.
在 + a person + 看来 means "in someone's view". Here 看来 is about opinion, not evidence.
Without 在, the person can't come before 看来.
看起来 describes how something looks, and follows the subject. 看来 reasons from a sign to a conclusion.
