[question about the past] + 来着
[statement about the recent past] + 来着
来着 ends a spoken sentence and points back to something in the recent past. Its commonest job is the question you ask when you knew something and have forgotten it, where English says "again".
In a statement, 来着 reports something that happened a short while ago, often as an answer or a reminder.
来着 already places the event in the past, so the verb takes no 了. It is also never negative: something that didn't happen gets 没 and no 来着.
