[subject] + 令 + 人 / [noun] + [verb / adjective]
令人 + [adjective] + 的 + [noun]
令 + person + feeling says something causes that feeling in someone. It is the formal, written relative of 让, at home in news reports, reviews and speeches. The person is very often just 人 "people, one".
令人 combines with a set of emotion words to describe the thing that causes the feeling, much like English adjectives in "-ing": 令人吃惊 "surprising", 令人失望 "disappointing", 令人难忘 "unforgettable", 令人感动 "moving", 令人满意 "satisfactory". With 的 they go before a noun.
All three can mean "make someone feel". 让 is the everyday spoken one; 使 is formal and takes any kind of result; 令 is formal and almost always about a feeling. In conversation 让 replaces 令: 这个消息让我很吃惊.
Getting someone to do something is not a job for 令 – use 让 or 叫. And 令 needs a person after it, even if it's only 人.
