每隔 + [number] + [measure word] + [time] / [noun],[verb phrase]
每隔 + [number] + [measure word] + (就) + [verb phrase]
每隔 + a stretch of time or distance says something happens again each time that gap goes by. 隔 means "to leave a gap", so the number names the interval. The number and measure word come straight after 每隔, and 就 often follows.
It works for space as well as time.
每隔一天 is the set way to say "every other day": one day off, then again.
For "every day", use 每天 and no 隔.
每 + time + 一次 is a plainer way to give an interval: 每两个小时一次 "once every two hours".
