[subject] + 什么 / 哪儿 + 都 / 也 + [verb]
谁 + 都 / 也 + [verb]
[subject] + 什么 / 哪儿 + 都 / 也 + 不 / 没 + [verb]
[subject] + 什么 / 哪个 + [noun] + 都 / 也 + [verb]
A question word with 都 after it stops asking and means "every": 什么都 "everything", 谁都 "everyone", 哪儿都 "everywhere". Put 不 or 没 after 都 and it means "none": nothing, nobody, nowhere.
However the English is worded, 什么 and 哪儿 move in front of the verb, and 都 follows them.
With a negative, 也 is as common as 都.
什么 or 哪 + measure word can carry a noun along: 什么东西, 哪个人, 哪本书.
怎么都 and 什么时候都 follow the same pattern: "no matter how", "any time".
