相关 + [noun]
[A] + 与 / 和 + [B] + (密切) + 相关
与 + [noun] + 相关的 + [noun]
相关 means "related" or "relevant". In written Chinese it goes straight before a noun with no 的, and it stands for "the ones that matter here": the department concerned, the relevant rules.
The nouns it pairs with are the vocabulary of notices and reports: 部门, 信息, 规定, 人员, 资料, 问题, 专业.
To say what A is related to, put B before 相关 with 与 or 和. 密切 "closely" or 直接 "directly" can go in front.
The same phrase with 的 modifies a noun.
相关 doesn't take an object the way English "relate to" does. B goes in front, after 与 or 和.
有关 is close and also comes before a noun, but it can be a preposition as well: 有关这件事 "about this matter". 相关 can't.
