[subject] + 又 + 不 + [verb / adjective]
[subject] + 又 + 没 + [verb]
又 in front of 不 or 没 strengthens the negative. The speaker is rejecting something the other person assumed, usually as a reason: "it's not as if…, so…". It is spoken and can sound impatient.
The reason clause with 又 can come first or second. Either way, the other clause is what follows from it.
又不 negates a state, a habit or what someone is; 又没 negates something that did or didn't happen, the same split as plain 不 and 没.
又 also means "again" for things that have happened. 他又没来 can be either "he didn't come again" or "he didn't even come". Context decides: the emphatic one is giving a reason for something else.
又 always comes before the negative word.
