[subject] + 有权 + [verb phrase]
[subject] + 无权 + [verb phrase]
[subject] + 有权 + 对 + [noun] + 进行 + [verb]
有权 means "has the right" or "has the authority", and 无权 is its negative. Both go straight before a verb phrase, with no 去 or 来 in between. Laws, contracts, terms of service and formal statements use them.
The verb after 有权 is usually formal and two-syllable: 要求, 拒绝, 决定, 查看, 解除, 使用. With a noun as the target, 对…进行 carries it.
有 is negated with 没, so the spoken negative is 没有权利 + verb. Written texts use 无权.
In speech people say 有权利 + verb, with 权利 "rights" as a full noun. 有权 is tighter and also covers authority – a manager 有权 approve leave, which is power rather than a right.
