[verb] / [adjective] + 与否
[verb] / [adjective] + 与否 + 取决于 / 关系到 + [noun phrase]
无论 / 不管 + [verb] / [adjective] + 与否
与否 goes after a verb or an adjective and adds "or not": 同意与否 is "whether you agree or not". The result is a noun phrase that can be a subject or an object. It is formal and written; in speech the same thing is 同意不同意 or 是不是同意.
The commonest frame puts the 与否 phrase first and a verb of depending after it: 取决于, 关系到, 影响, 决定.
无论…与否 and 不管…与否 mean "whether or not …, still …". 都 or 也 follows in the second half.
与否 already contains the "or not", so it does not combine with 是否 or with an A-not-A form.
It also attaches to a short verb or adjective. A long verb phrase with an object sounds clumsy in front of it; use 是否 instead.
