[subject] + 怎么会 + [verb phrase] + (呢)?
怎么会 + [clause]?
怎么会呢?
怎么会 questions whether something is even possible. The speaker is surprised and finds it hard to believe. 呢 at the end is common.
It works for what has already happened as well as for what someone says will happen.
On its own, 怎么会呢 or 怎么会 answers a worry or a suggestion with "of course not".
怎么 by itself asks how something is done, or why. 怎么会 asks how it could be the case. A learner asking how to get somewhere with 怎么会 ends up sounding astonished that the trip is possible at all.
怎么能 is a different reproach: "how can you", about whether something is acceptable.
