[noun phrase] + 之一
[subject] + 是 + 最 + [adjective] + 的 + [noun] + 之一
之一 means "one of". The whole group comes first and 之一 closes it off, so the English order is turned round.
The commonest frame is 是 + 最 + adjective + 的 + noun + 之一 – "one of the most …".
The 之一 phrase can open the sentence too, and 原因之一 – "one of the reasons" – is a set phrase in essays.
The English "one of" sits before the group. Carried over word for word, it puts 之一 at the front, or adds a measure word it does not take.
The same 之 + number shape gives fractions: 三分之一 is "one third". That is the 分之 frame, not 之一 after a group.
