值得一提的是,+ [clause]
值得一提的是 picks out one fact from what has been said or is about to be said, and flags it as worth the reader's attention. It opens the sentence, followed by a comma and a full clause. The point it introduces is usually a positive or surprising extra, and the register is written or prepared speech.
的是 turns the phrase in front into "the thing that is…": 值得一提的是 is literally "what is worth a mention is". The same frame makes other openers.
Without 的是 the phrase can't introduce a clause.
值得注意的是 and 需要注意的是 flag a caution rather than an interesting extra. 值得 on its own, "be worth doing", is its own point.
