It is more literary and formal than むかし昔 or いぜん以前, and is commonly found in written language, speeches, and formal contexts.

The most common use of かつて is to describe something that existed or occurred in the past but is no longer the case. It emphasizes that a situation has changed from what it used to be.

This usage often pairs with words like いま今 or げんざい現在 to highlight the contrast between past and present.

In negative sentences – "never (before)"

When used with a negative form, かつて means "never (before)" or "not ever," emphasizing that something has never happened up to this point. This usage is very emphatic and literary.

The phrase かつてない (unprecedented / like never before) is especially common and functions almost as a set expression.

Nuance

Compared to いぜん以前 (which simply means "before" or "previously"), かつて carries a stronger sense of looking back on the past – it implies that a significant amount of time has passed, or that what is being described belongs to a different era. It is not typically used for recent events (e.g., you would not say かつて昨日… ).

かつて can also be written in kanji as かつて嘗て, though the hiragana form is far more common in modern Japanese.
