The expressions に関する and に関して both mean "about," "regarding," or "related to." They are used to indicate the topic or subject matter that something concerns. These forms are more formal than について and are commonly found in news, academic writing, business contexts, and formal speech.

に関する – Modifying a noun

にかんする関する is used **before a noun** to modify it, functioning like an adjective. It connects a topic to the noun that follows.

Because にかんする関する ends in する, it behaves like a verb modifying a noun (a relative clause). It cannot be placed at the end of a sentence on its own – it must always be followed by a noun.

に関して – Used adverbially

にかんして関して is used **before a verb or at a mid-sentence break**, functioning adverbially. It sets up the topic that the rest of the sentence discusses.

Variations: に関しては and に関しても

Adding は creates に関しては, which highlights the topic with a contrastive or emphasizing nuance ("as for regarding ~").

Adding も creates に関しても, meaning "also regarding ~."

に関する vs. について

Both express "about/regarding," but に関する / に関して sounds more formal and is preferred in written language, official documents, and presentations. について is broader and common in everyday conversation.
