を問わず【をとわず】

を問わず means "regardless of": what the sentence says holds whatever the value of the noun in front – any age, either sex, all weather. It goes straight after a noun, which takes を; とわ問わず is the written negative of とう問う, so literally "without asking about".

The noun has to be a range of possibilities – age, gender, weather, experience – not one particular value.

• × 雨を問わず試合を行う → 天候を問わず試合を行う

Pairs of opposites

Two opposite nouns can go side by side with no particle between them: だんじょ男女, ちゅうや昼夜, こくないがい国内外, うむ有無.

With longer options, each takes か, and a verb takes かどうか.

を問わず belongs to job ads, notices, rules and news. にかかわらず is about as formal and also takes verbs directly (いく行くいかない行かないにかかわらず). In conversation, say にかんけいなく関係なく.
