跟 / 和 + [A] + 比(起来),[B] + [comment]
[B] + 跟 / 和 + [A] + 比(起来),[comment]
跟 + A + 比 puts A up as the yardstick, then the main clause says how B measures against it. The comparison phrase comes first, with a pause after it.
和 and 跟 are interchangeable, and 比起来 means the same as 比. The phrase can also follow the subject.
The main clause usually carries a degree – 多了, 一点儿, 更, 比较 – since the 跟 phrase has already set up the comparison.
A 比 B + adjective compares inside one clause. 跟…比 sets the frame first and leaves room for a longer comment after it.
English can tack "compared with" onto the end. Chinese can't.
