[subject] + 怪 + [adjective] + 的
[subject] + 怪 + [verb of feeling] + [object] + 的
怪 + adjective + 的 means "rather, pretty, quite". It is spoken, and it usually carries a feeling: sympathy, mild embarrassment, surprise at how much something is so.
A verb of feeling can take the same frame, with its object inside it.
怪 and 的 come as a pair. Without 的 the sentence sounds cut off.
怪…的 is a comment at the end of a sentence; it doesn't go in front of a noun, so the second line needs an ordinary 很.
怪不得 means "no wonder", and 怪 alone as a verb means "to blame": 别怪他 is "don't blame him". Neither has 的 at the end.
