[subject] + 将 + [verb phrase]
[subject] + 将 + 于 + [time] + [verb]
[subject] + 将不再 + [verb]
将 before a verb says something will happen. It is the future of announcements, news, timetables and reports – the same meaning as 要 or 会 in speech, in a formal register.
将要 and 将会 mean the same and are just as formal. 将要 leans towards "soon"; 将会 towards "is bound to".
Formal Chinese often gives the time with 于 ("at, on"), straight after 将.
将不 is rare. The usual negative is 将不再, "will no longer".
In conversation 将 sounds like a press release. For what you're going to do, use 要 or 打算.
将 also has a second formal job, standing in for 把. That use comes later, with the fuller point on 将.
