[subject] + 亟待 + [verb]
亟待 + [verb] + 的 + [noun]
亟待 says the subject needs something done to it, and soon. Like 有待, it takes a two-syllable verb, and the subject is the thing to be dealt with. It belongs to news, official reports and editorials.
亟 is a rare character, read jí, and means "urgently". Outside 亟待 and 亟需 "urgently need" learners hardly meet it.
亟待 + verb + 的 makes a modifier: "the problem that urgently needs solving".
有待 says something hasn't been done yet. 亟待 adds that it can't wait.
亟待 is not an adjective. It needs a verb after it, and 很 can't go in front.
