无论 + [question word / A不A / A还是B],[subject] + 都 / 也 + [result]
无论如何,[sentence]
无论…都 says the result is the same however an open question turns out. It works exactly like 不管…都, but belongs to writing and formal speech: notices, news, speeches, essays.
The 无论 half needs a question word, a positive-negative pair, or two choices joined by 还是. A plain statement doesn't fit.
In writing, 是否 often stands in for the positive-negative pair: 无论是否同意, "whether or not they agree".
无论如何 is a fixed phrase, "in any case, whatever happens". It stands at the front with no second clause marker needed.
