[subject] + (还) + 有待 + [verb]
[subject] + 有待于 + [verb phrase]
有待 says that what the subject needs hasn't happened yet. The subject is the thing waiting to be dealt with, and the verb after 有待 is what has to be done to it. It is written: reports, reviews, research.
The verb is two syllables, and a handful cover most uses: 提高, 解决, 证实, 观察, 研究, 改进, 完善. 还 in front stresses the "not yet".
有待提高 is a polite way to say something isn't good enough, and turns up in comments on work and in self-assessment.
有待于 is a more formal variant and can take a longer phrase after it. 有待进一步 + verb, "needs further…", is the common extension in research writing. The verb names the kind of work still owed: 证实 or 验证 for evidence, 研究 or 探讨 for analysis, 完善 for something unfinished.
A one-syllable verb doesn't fit after 有待, and the people doing the work aren't the subject.
