包括 + [noun] + 在内,[sentence]
[sentence],包括 + [noun] + 在内
连 + [noun] + 在内,[sentence]
包括…在内 wraps a noun and counts it in: "including X, X included". It's neutral to written, and common in notices and prices.
The phrase can open the sentence or follow what it adds to. After a group, it's often followed by 都.
在内 can be dropped, leaving plain 包括, "include". Keeping it stresses that the item counts too.
连 can take the place of 包括, usually before a person.
Both halves wrap the noun; 在内 doesn't come first, and the noun doesn't come after it.
除了…以外 can mean "except" as well as "besides". 包括…在内 never leaves anything out.
