[subject] + 足以 + [verb phrase]
[subject] + 不足以 + [verb phrase]
足以 says the subject is enough to bring about what follows. It goes before a verb phrase, and belongs to written argument, reports and formal speech.
The verb after it is often one of reasoning or effect: 说明, 证明, 影响, 让 / 使.
The negative puts 不 in front. It often turns down an argument: the reason given doesn't carry the conclusion.
足以 takes a verb phrase. 足够 "enough" is an adjective: it goes before a noun, or stands as the predicate.
