Number/Amount + は【は】

When the particle は follows a number or amount, it conveys the meaning of "at least", "no less than", or "at minimum". The speaker uses this pattern to indicate that the stated number is a lower bound – the actual amount may be equal to or greater than what is stated.

Nuance: setting a minimum expectation

The number before は represents the minimum the speaker considers certain or reasonable. The implication is that the real amount could be higher, but it is definitely not lower than the stated figure.

Contrast with も

Compare Number + は ("at least") with Number + も ("as many/much as"). While は sets a minimum and sounds neutral or matter-of-fact, も emphasizes that the amount is surprisingly large.

Negative sentences: "not even" / "at least … not"

When used in negative sentences, Number + は can convey that some minimum amount or threshold is not met, often translating to "at least … not" or implying "not that many/much."
