When used with a noun, attach の before 必要がある.

Comparison with ～なければならない

Both 必要がある and ～なければならない express necessity, but they differ in nuance. 〜～なければならない conveys a sense of obligation – something you must do. 必要がある is more neutral and objective, simply stating that a need exists. It often appears in contexts where someone is explaining or analyzing a situation rather than giving a direct command.
