以外【いがい】

以外 means "other than", "except": it sets one thing aside and talks about everything else. It goes straight after a noun, and before another noun it takes の.

以外は and 以外に

With は, the rest is the topic: "apart from X, everything …". With に, X is one item and you ask about or add others: "besides X".

After a verb

A verb in the dictionary form takes 以外 directly. With a negative after it, the sentence says that one action is all there is: "nothing but", "no choice but".

意外 is a different word

いがい意外 is read the same, いがい, and means "unexpected". The adverb "surprisingly" is いがい意外に, written with 意.
