から作る【からつくる】

から作る says what something is made from when the material has been turned into something else: grapes into wine, milk into butter. から marks the raw material. The product is the topic with は, or the object with を.

から or で

When you can still see the material in the finished thing, it takes で: wood in a desk, leather in a bag. The line is not strict, and で is also heard for a changed material.

作られる

For a general fact about a product, with nobody in particular doing the making, the verb goes into the passive: つくられる作られる, or つくられている作られている for the way things are. The question is なん何からつくられています作られていますか.

からできている says the same about the finished object. It has its own grammar point, together with でできている.
