ものとして

ものとして means "on the assumption that": you treat something as settled, whether or not it is, and act on that basis. It goes after the plain form of a verb or an い-adjective; a な-adjective takes な, and a noun takes の or である. The second half is what you do on that basis.

Treated as

In rules and notices, ものとして with あつかう扱う or しょり処理する says how something will be counted: silence is taken as consent, a missed deadline as withdrawal.

The verb みなす does the same job with ものと alone: じたい辞退したものとみなします, "will be deemed to have declined".

ものとして belongs to writing, meetings and official notices. In conversation きごう〜とおもって思って does the same: かれ彼がくる来るとおもって思ってじゅんび準備した.
