及び【および】

および及び joins nouns and means "and" or "as well as". It belongs to written Japanese – forms, contracts, laws, notices, academic papers – and sounds stiff in speech, where you would say と.

With three or more items, commas separate the earlier ones and 及び goes before the last.

及び joins nouns only. Verbs, adjectives and clauses are joined with a て-form or a conjunction such as また.

• × 安く及びおいしい → 安くておいしい

及び or 並びに

In legal and official writing the two mark different levels. 及び joins items of the same rank, and ならびに並びに joins those groups at the level above. Outside that kind of writing, 及び is the one you meet.

Here 及び puts 教員 and 職員 together, and 並びに adds 学生 to that group.
