The expression と言えば is used to pick up on a topic and introduce a related comment or association. It translates to "speaking of," "when it comes to," or "when you mention." It is used in conversation to naturally shift to a related topic or to express what comes to mind when something is mentioned.
The most common use of と言えば is to take something that was just mentioned (or is on one's mind) and bring up a related thought or piece of information.
This is very natural in conversation – someone says a word or topic, and you respond with 〜~といえば言えば to add something related.
と言えば can also be used to express what first comes to mind when a particular topic is brought up. This is similar to asking "What do you think of when you hear X?"
You can also use と言えば to follow up on your own statement, adding a related thought that just came to mind – much like saying "oh, that reminds me" in English.
