Description

ずとも is a classical/literary expression meaning "even without doing" or "even if one does not do". Formation

Attach ずとも to the negative stem (未然形) of a verb – the same stem used with ない:

する → せずとも (irregular)
来る → 来（こ） → 来ずとも
