针对 + [noun], + [clause]
[subject] + 针对 + [noun] + [verb phrase]
[subject] + 是针对 + [noun] + 的
针对 says that an action is aimed at something: a problem, a group of people, a complaint. As a preposition it opens the sentence or goes before the verb; as a verb it says who or what something targets.
The verb that follows is usually a response: 提出, 制定, 采取, 进行, 开设.
是针对…的 says who a remark or a rule is meant for. With a person as the object, it often means "getting at someone".
对于 only names the topic: "as for this problem". 针对 says the action was designed for it, so it fits when something is done in response.
针对性 is the noun: how well something is aimed. 有针对性 means "targeted, to the point".
