ことにはならない

ことにはならない says that one thing does not count as, or does not prove, another: "that doesn't mean", "that doesn't amount to". It follows a verb or an い-adjective in the plain form; a noun takes である, and a な-adjective な or である. With という in front, any plain sentence can go before it.

A noun needs である or という before こと: ×学生だことにはならない → がくせい学生であることにはならない or がくせい学生だということにはならない.

The first half

The first clause usually sets up the thing that falls short, with だけでは ("on its own"), からといって ("just because") or ても ("even if").

ことにはならない or わけではない

わけではない softens or partly denies a statement: "it's not that". ことにはならない denies that a conclusion follows from what came before. It's the pattern for pushing back in an argument or an essay, and it sounds firmer.
