に至っても【にいたっても】

に至っても means "even now that things have reached (this point)": the situation has come to a stage that ought to change something, and nothing has changed. It follows a noun, most often a time or a stage, or a verb in the dictionary form, and it carries criticism or surprise at what has not happened.

The nouns that recur are times and stages: きょう今日, げんざい現在, このだんかい段階, さいご最後, and ここ in the set phrase ここにいたって至っても, "even at this point". It describes something that has happened, not a supposition, so it does not mean "even if".

に至っても or ても

Plain ても is the everyday "even if, even though", for real or imagined cases alike. に至っても only follows a stage that has actually been reached, and it says the stage is extreme.
