The topic before にかけては is typically a skill, field, or attribute – not just any noun. Common examples include areas like りょうり料理, すぽうつスポーツ, すうがく数学, or qualities like すぴいどスピード, にんたいりょく忍耐力.
Because this pattern inherently highlights superiority or excellence, it sounds unnatural when followed by a negative evaluation about the subject's ability. For example, saying 「料理にかけては下手だ」 would be contradictory and unnatural.
にかけては can also be used about oneself, though this sounds confident or even boastful.
