Description

に関わる means "to affect", "to bear on", "to be involved in": something touches a matter closely enough to make a difference to it. It follows a noun with に, and it often comes straight before another noun, as in いのちにかかわる命に関わるびょうき病気, "a life-threatening illness".

Something serious at stake

With いのち命 "life", しんよう信用 "trust", めいよ名誉 "honour" or そんぞく存続 "survival", に関わる means the thing is at risk. いのちにかかわる命に関わる is a set phrase: "life-threatening".

Being involved

With a field or an event, に関わる says a person takes part in it. かかわっている関わっている is the state of being involved now.

に関わる or に関する

means only "about", the topic of something. に関わる says there is a real effect or involvement.
