ぐるみで is a suffix meaning "the whole…" or "the entire…" and is used to express that something involves all members or all parts of a group, organization, or entity acting together. It attaches directly to a noun and conveys the idea that the action or situation encompasses the entirety of that noun, not just part of it.
It is most commonly seen with a limited set of nouns such as まち町 (town), くに国 (country/nation), かぞく家族 (family), かいしゃ会社 (company), がっこう学校 (school), and しんたい身体 (body).
The particle で after ぐるみ indicates the means or manner ("with the whole…"), but ぐるみ can also appear in other grammatical positions. When modifying a noun directly, it takes の:
ぐるみで emphasizes collective involvement – everyone or everything within the group is participating or affected. It often carries the nuance that the involvement is total and unified, and can sometimes imply complicity when used in negative contexts (e.g., organization-wide cover-ups or fraud).
While ぜんたい全体 (ぜんたい) also means "the whole" or "entire," ぐるみで has a stronger nuance of everyone being in on it together or acting as one unit. ぜんたい全体 is more neutral and simply describes scope, whereas ぐるみで suggests active collective participation.
