It is used when someone does something without worrying about or being concerned with a particular situation, condition, or social expectation. It often carries a nuance of boldness, recklessness, or single-minded focus – the person ignores something that would normally matter.
A noun (often representing a situation, condition, or social norm) is followed by もかまわ構わず. The clause that follows describes the action taken despite ignoring that factor.
も構わず implies that the thing being ignored is something that one would normally pay attention to or be concerned about. It emphasizes the deliberate or instinctive disregard of that factor. Because of this, it is used in dramatic, emphatic, or narrative contexts.
Compare with にもかかわらず, which means "despite" or "in spite of" and is more neutral. も構わず focuses specifically on the attitude of not caring, whereas にもかかわらず simply states a contrast between two facts.
It is very common to see も構わず with nouns like ひとめ人目 (public gaze), しゅうい周囲 (surroundings), めいわく迷惑 (trouble/inconvenience), and other words representing social awareness or physical conditions.
